**Last update: November 1, 2026.** Every Michigan ballot passes through nine checkpoints, from registration to the post-election audit. Here's who handles each step, what gets checked, and what the record shows about where fraud has actually been caught.

**![How Ballots Are Cast and Counted in Michigan](https://michwomen.com/hs-fs/hubfs/images/blog/how-michigan-ballots-are-cast-and-counted-1260x630px.jpg?width=1260&height=630&name=how-michigan-ballots-are-cast-and-counted-1260x630px.jpg "How Ballots Are Cast and Counted in Michigan")**

**Quick answer:** Michigan elections are run by local clerks and bipartisan boards, on paper ballots that are tested, balanced, canvassed and audited by hand. Documented fraud cases in recent elections have been small, and each one was found by one of these checkpoints. Where people still disagree is mostly about the rules, like proof of citizenship and voter ID, not about whether the votes are counted accurately.

## What would it take to cheat a Michigan election?

A Michigan ballot passes through nine checkpoints between registration and the post-election audit. If fraud is happening, it has to get past one of them.

This article started with a friend. For weeks we've been texting back and forth about voter fraud. She sends me videos, I read the transcripts, I look up the cases, and I send back what I find. She believes fraud in Michigan is more common than we know, because the only cases we ever see are the ones that get caught. I believe that if fraud were widespread, it would show up somewhere: in a court case, an audit, a hand recount. So far, it hasn't. Lawsuits, audits and a Republican-led Senate investigation have turned up small, isolated cases, not anything close to changing a result. We're both doing our homework, and we're both enjoying it.

At some point I asked her a question that I think is the real heart of this debate:

**Which part of the process don't you trust?**

- Is it that the checks aren't being done?
- That they're done wrong?
- That someone is looking the other way?

That question deserves a real answer, and it's hard to answer without seeing the whole process laid out. So here it is: every step a Michigan ballot goes through, who handles it, what's checked, and what the record shows about where things have actually gone wrong. You can decide for yourself where the weak spots are.

One note before we start: concern about election security isn't the same as believing an election was stolen. Plenty of thoughtful people, across parties, want tighter rules. This article doesn't argue for or against any proposed law. It shows how the system works today.

## What does a ballot's journey look like?

Each box is a place where a ballot, or the person casting it, gets checked. The highlighted boxes are where Michigan's recent documented fraud cases were found.

Every Michigan ballot passes nine checkpoints Highlighted: where documented fraud cases were caught Before Election Day Voting After polls close 1. Register to vote Local clerk checks residency Caught: Muskegon fake forms 2. Clean voter rolls State removes dead, moved 3. Test machines Public accuracy test 4. Check in at polls Poll book; ID or affidavit 5. Signature check Envelope vs. file signature 6. Count and balance Ballots must match poll book 7. County canvass 2 Republicans, 2 Democrats 8. State certification Bipartisan state board 9. Audits and reviews Hand count vs. machines Caught: 16 noncitizen voters Caught: 4 double voters

A Michigan ballot's journey: nine checkpoints across three phases.

[Back to Top](https://michwomen.com/blog/how-ballots-are-cast-and-counted-in-michigan#toc)

## What are the nine checkpoints?

Michigan runs elections locally. Elections are run by [83 county clerks, 281 city clerks and 1,240 township clerks](https://www.michigan.gov/sos/-/media/Project/Websites/sos/Elections/Ballot-Access/November-2024-post-election-audit-report.pdf), with the Secretary of State overseeing them. Most of the people handling your ballot are your neighbors.

### 1. How does registering to vote work?

- **What happens:** You must be a U.S. citizen, a Michigan resident and 18 by Election Day. Most Michiganders are registered automatically when they get or renew a driver's license or state ID at a Secretary of State branch. Others register online, by mail, or in person at their clerk's office.
- **The check:** You swear under penalty of perjury that you're a citizen, and your identity is checked against state and federal databases using your driver's license number or the last four digits of your Social Security number. Within the last 14 days, including Election Day, you can only register [in person at your local clerk's office, with proof of residency](https://bridgemi.com/michigan-government/2026-michigan-voter-guide/). You can't register at your polling place.
- **The concern:** The database check confirms who you are, not that you're a citizen. Citizenship is sworn, not documented. Supporters of stricter rules say that leaves a gap, and it's the gap the federal [SAVE Act](https://michwomen.com/blog/the-save-act-what-it-is-why-it-was-proposed-and-what-it-could-change) and [Michigan's proof-of-citizenship proposals](https://michwomen.com/blog/guide-to-michigans-proof-of-citizenship-voting-proposals) aim to close. Opponents say a document requirement would block eligible citizens who don't have a passport or birth certificate on hand, including married women whose birth certificates don't match their current names.

### 2. How are the voter rolls kept clean?

- **What happens:** The state removes voters who die, move, or ask to be removed, and shares data with other states to spot people registered in two places.
- **The check:** Since 2019, [1.5 million outdated registrations have been removed and 600,000 more moved to inactive status](https://www.michigan.gov/sos/resources/news/2026/04/29/secretary-benson-announces-over-2-million-outdated-voter-registrations-canceled-or-identified).
- **The concern:** Michigan's rolls carry [nearly 500,000 more registrations than eligible voters](https://bridgemi.com/?p=768). Critics say bloated rolls invite fraud. Officials say most are inactive voters that [federal law won't let them remove until two federal elections have passed](https://www.wxyz.com/news/national-politics/america-votes/federal-judge-dismisses-rnc-lawsuit-over-michigan-voter-records) without a response.

### 3. How are the voting machines tested?

- **What happens:** Before every election, local election commissions test the tabulators with a set of pre-marked ballots.
- **The check:** These are [public accuracy tests](https://www.michigan.gov/sos/resources/news/2026/10/14/public-testing-of-election-equipment-now-underway-statewide-for-nov-3-general-election). Anyone can watch.
- **The concern:** Machine tampering. The answer to that worry sits in Step 9: Michigan votes on paper, and the paper is hand counted against the machines.

### 4. What happens when you check in at the polls?

- **What happens:** You give your name and address and are checked against the precinct's poll book.
- **The check:** If you have a photo ID, you must show it. If you don't, you can still vote by [signing an affidavit](https://cbsnews.com/amp/detroit/news/michigan-primary-election-voter-guide-what-you-need-to-know) saying you don't have one. Signing a false affidavit is a crime.
- **The concern:** The affidavit option means a person can vote without showing ID. Supporters of the option say it protects eligible voters, especially seniors, who don't drive. Critics say a sworn statement is easier to fake than an ID.

### 5. How are absentee ballots checked?

- **What happens:** Clerks compare the signature on every absentee envelope to the one on file.
- **The check:** A missing or mismatched signature means the ballot isn't counted unless the voter fixes it. The clerk must contact the voter, who has until [5 p.m. on the third day after the election](https://ballotpedia.org/Ballot_curing_rules_by_state,_2024).
- **The concern:** Signature matching is a judgment call, and absentee voting is where most proven fraud cases happen (see below).

### 6. How are ballots counted and balanced?

- **What happens:** Paper ballots are fed into tabulators. After polls close, workers check that the number of voters in the poll book matches the number of ballots counted.
- **The check:** [Two election inspectors, one Democrat and one Republican](https://my.lwv.org/node/61610), deliver the sealed ballots and records.
- **The concern:** "Out of balance" precincts, where the numbers don't match. These are usually clerical: a voter who checked in and walked out without voting, for example. They still get reviewed in Step 7.

### 7. What does the county canvass do?

- **What happens:** Each county's Board of Canvassers, [two Republicans and two Democrats](https://my.lwv.org/node/61610), reviews every precinct's records, fixes math errors, and certifies results within 14 days.
- **The check:** Bipartisan review of every precinct's paperwork.
- **The concern:** Canvass boards are partisan appointees. After 2020, [new laws spelled out that canvassers can't withhold certification](https://thelivingstonpost.com/in-wake-of-ann-arbor-fiasco-officials-underscore-michigans-election-protections/) over speculation or theories. Disputes go to recounts and courts instead.

### 8. Who certifies the statewide results?

- **What happens:** The four-member Board of State Canvassers, also bipartisan, certifies statewide results.
- **The check:** In 2024, it [voted unanimously to certify](https://whmi.com/news/article/46763) after all 83 counties certified.

### 9. How are elections audited afterward?

- **What happens:** Since voters passed Proposal 2018-3, the state Constitution [requires post-election audits after every statewide general election](https://www.michigan.gov/sos/resources/news/2025/10/13/2024-postelection-recount-and-audit-report-confirms-michigans-elections-are-secure-and-accurate). The state also reviews voting records for double votes, deceased voters and noncitizens.
- **The check:** In 2024, auditors hand counted 119,567 randomly selected ballots and found a 33-vote difference from the machine count, about 0.03%. Separate procedural audits in 378 precincts checked more than 70 points in the process.
- **The concern:** Michigan's audits happen after certification, and the 2024 report came out [nearly a year after the election](https://www.aol.com/articles/state-declares-2024-election-secure-151300043.html). Michigan Fair Elections Institute called the audit "flawed." Supporters say timing doesn't change the result: the hand count matched the machines.

## What does the record show?

Fraud does happen in Michigan. The documented cases are small, and each one was found by a checkpoint. Two of them involved people working inside the system.

### Which fraud cases were caught?

| Case | What happened | Checkpoint that caught it | Outcome |
| --- | --- | --- | --- |
| [Noncitizen voters, 2024 general](https://www.wcmu.org/local-regional-news/2025-04-07/michigan-election-review-finds-16-non-citizens-likely-voted-in-2024-presidential-election) | A state review matched driving records to the voter file and found 15 likely noncitizen voters; with one case already charged before the review, that's 16 out of about 5.7 million ballots, or 0.00028% | 9. After-the-fact review | 13 referred to the Attorney General; one already charged |
| [Double voting, St. Clair Shores, 2024 primary](https://www.bridgemi.com/michigan-government/four-charged-double-voting-michigan-three-officials-charged-too) | Four voters allegedly voted both absentee and in person. Three assistant clerks are accused of overriding system warnings that would have stopped it. Both votes counted | 9. Voter file review | [One voter pleaded guilty](https://www.votebeat.org/michigan/2025/09/03/st-clair-shores-frank-prezzato-dana-nessel/); five cases dismissed, Attorney General appealing |
| [Fake registration forms, Muskegon, 2020](https://bridgemi.com/michigan-government/fact-check-president-trump-seeks-probe-of-2020-muskegon-voter-fraud/) | Canvassers for a paid registration firm turned in forms with problems like wrong birthdays, apparently to get paid for work they didn't do | 1. Registration: the city clerk flagged them | [No fake registrations processed, no ballots cast](https://michiganadvance.com/2026/07/17/trump-resurrects-debunked-muskegon-voter-fraud-allegations-after-prior-investigations/), per State Police. FBI closed its case in 2025 without charges. President Trump asked the FBI to reopen it in July 2026 |
| [Absentee applications, Hamtramck, 2023 local race](https://www.michiganpublic.org/criminal-justice-legal-system/2025-08-12/two-hamtramck-city-council-members-charged-with-election-fraud) | Two city council members were charged with forging signatures on absentee ballot applications | Reported by the city clerk | One [convicted and sentenced in 2026](https://www.fox2detroit.com/news/hamtramck-councilman), acquitted on two other charges. Felony charges against the other [were dropped](https://www.bridgedetroit.com/?p=227920) |

For perspective from the other direction: in 2012, Republican Secretary of State Ruth Johnson [reported finding 54 noncitizens who had voted 94 times](https://home.mirs.news/post/mdos-finds-16-possible-noncitizen-voters-in-november-2024-election) over the years. Republican lawmakers point to cases like these as proof that one illegal vote is too many and that the state can't know what it hasn't found.

### What did official reviews and courts find about 2020?

- The state ran [more than 250 audits](https://www.michigan.gov/sos/Resources/News/2021/04/22/post-election-audit-report-confirms-accuracy-and-integrity-of-michigans-election), including a hand count of every presidential ballot in Antrim County. The machines were accurate.
- A Republican-led state Senate committee [found no evidence of widespread or systematic fraud](https://www.cbsnews.com/news/michigan-senate-no-election-fraud-2020/). It also named real weaknesses it wanted the Legislature to fix.
- Every lawsuit challenging Michigan's 2020 results was dismissed or dropped. In one, [King v. Whitmer](https://news.bloomberglaw.com/daily-labor-report/supreme-court-rejects-sidney-powell-over-2020-election-sanctions), the attorneys were sanctioned for frivolous claims.
- In 2025, a judge [dismissed the Attorney General's case](https://www.michiganpublic.org/2025-09-09/michigan-judge-dismisses-charges-against-15-pro-trump-fake-electors) against 15 Republicans charged as false electors, finding no proof of criminal intent.

### What is the federal government doing now?

The U.S. Department of Justice has sued Michigan for its full, unredacted voter list, saying it needs the data to check the state is keeping its rolls clean. Michigan offered the public list but refused to share birth dates, license numbers and partial Social Security numbers, citing privacy. A [Trump-appointed federal judge dismissed the case](https://michiganadvance.com/2026/02/10/federal-judge-dismisses-trump-administration-attempt-to-access-michigan-voter-rolls/) in February 2026, and [an appeals court upheld that ruling](https://news.bloomberglaw.com/litigation/trump-doj-loses-first-appeal-in-quest-for-state-voter-rolls) in June. In July, the DOJ [warned Secretary of State Benson](https://www.michigannewssource.com/2026/07/doj-warns-benson-failure-to-clean-voter-rolls-could-bring-criminal-penalties/) that knowingly leaving noncitizens on the rolls could bring criminal penalties. Her office says Michigan's list maintenance goes beyond federal standards.

Federal election monitors will also be at polling places in [seven Michigan cities on Nov. 3](https://www.cbsnews.com/detroit/news/doj-election-monitors-7-michigan-cities-november-midterm/): Detroit, East Lansing, Flint, Grand Rapids, Hamtramck, Lansing and Warren. Monitors, usually DOJ attorneys and staff, watch the process but [can't speak with voters or touch ballots or equipment](https://www.wilx.com/2026/10/22/doj-send-federal-election-monitors-lansing-east-lansing-other-michigan-cities/). The DOJ also [sent monitors to four Michigan cities](https://www.justice.gov/opa/pr/justice-department-announces-monitoring-polling-sites-four-michigan-cities) for the August 2026 primary, and federal monitors were present in 2024.

A lawsuit or an investigation isn't proof of fraud, and a dismissal isn't proof there's nothing to fix. Both sides are worth keeping in mind.

## Where do reasonable people still disagree?

The evidence doesn't show fraud large enough to change a statewide result. It does show places where the system relies on trust, and those are fair to debate.

| Open question | Why some want tighter rules | Why others are cautious |
| --- | --- | --- |
| Citizenship at registration | Voters swear they're citizens but don't show proof. Critics also note the 2024 noncitizen review [compared the voter file to driving records](https://home.mirs.news/post/mdos-finds-16-possible-noncitizen-voters-in-november-2024-election), so it couldn't catch someone without a Michigan license | A document requirement could [block tens of thousands of eligible citizens](https://www.wcmu.org/local-regional-news/2025-04-07/michigan-election-review-finds-16-non-citizens-likely-voted-in-2024-presidential-election) without ready access to a birth certificate or passport. Database flags can be wrong: a [Macomb County clerk's list](https://bridgemi.com/michigan-government/michigan-macomb-clerks-noncitizen-voter-claims-overstated/) of suspected noncitizens included eligible citizens |
| Voting without photo ID | A signed affidavit is easier to fake than a card | The affidavit is a sworn statement, false ones are crimes, and it protects eligible voters who don't drive |
| Bloated voter rolls | Hundreds of thousands of extra registrations create opportunity, the RNC argued in a 2024 lawsuit | A [federal judge dismissed that suit](https://www.wxyz.com/news/national-politics/america-votes/federal-judge-dismisses-rnc-lawsuit-over-michigan-voter-records), noting federal law sets the removal timeline. Inactive names on a list aren't votes |
| Audit timing | Audits after certification can't change a result, and the 2024 report took nearly a year. Both conservative and progressive groups [raised this concern](https://www.aol.com/articles/state-declares-2024-election-secure-151300043.html) | The hand count matched the machines, and recounts and court challenges remain available before certification |
| People inside the system | St. Clair Shores shows a worker can override a warning | The override was found in a records review and led to charges |

One group tried to settle the citizenship and ID questions at the ballot box. Americans for Citizen Voting [gathered more than 750,000 signatures](https://www.detroitnews.com/story/news/politics/2026/03/04/michigan-proof-of-citizenship-ballot-proposal-750000-voter-signatures/88978445007/) for a constitutional amendment requiring proof of citizenship and photo ID, but the [Michigan Supreme Court ruled it fell short](https://www.votebeat.org/michigan/2026/09/04/proof-of-citizenship-americans-for-citizen-voting-supreme-court/) of enough valid signatures for the 2026 ballot. Read our [guide to Michigan's proof-of-citizenship proposals](https://michwomen.com/blog/guide-to-michigans-proof-of-citizenship-voting-proposals).

The same debate is playing out in Congress. The federal SAVE Act would require documentary proof of citizenship to register for federal elections in every state, including Michigan. It passed the House but has not become law. Our [SAVE Act guide](https://michwomen.com/blog/the-save-act-what-it-is-why-it-was-proposed-and-what-it-could-change) explains what it would require and what it would mean for Michigan voters.

Notice that the debate is mostly about **rules** (what should be required at registration and check-in), not about whether the counting is accurate. The counting is the part with the most evidence behind it.

## How can you evaluate a fraud claim?

If you believe fraud is changing election results in Michigan, it has to slip past one of the nine checkpoints above, and keep slipping past them at a scale large enough to matter. Here are the questions I'd ask about any claim you see:

- **Which step does it say failed?** Registration, check-in, absentee signatures, counting, canvass or audit?
- **Is it about a form, a registration, or a vote?** A fake registration form isn't a counted ballot.
- **Was the problem caught?** If so, by which checkpoint, and what happened next?
- **How big is it compared to the margin?** Michigan's 2024 presidential race was decided by [79,830 votes](https://www.wxyz.com/news/michigan-board-of-state-canvassers-certifies-2024-general-election-results).
- **Has the number held up?** Early claims often start large and shrink once records are checked by hand.

### How can you see the process for yourself?

You don't have to take anyone's word for it, including mine.

- Watch a public accuracy test. Your city or township clerk can tell you when the next one is.
- [Become a poll worker](https://www.michigan.gov/sos/elections/pollworker). Both parties need people.
- Read the state's [2024 audit report](https://www.michigan.gov/sos/-/media/Project/Websites/sos/Press-releases/2025/documents/EA_SASS_2024-November-Audit-Report-Final-October2025.pdf?rev=30a50a9dab49464b80d2bfc51ea7fd22&hash=7008BC8F3AFD87466EB8B3CC524D500C) and decide whether it answers your questions.

My friend and I haven't settled our debate, and I hope we don't stop having it. Asking "where exactly is the problem?" is how both of us learn something.
