Freezing Federal Funds
- What: Trump stopped $2B foreign-aid reimbursements for work already done (before Feb. 13). He instructed, "immediately pause new obligations and disbursements of development assistance funds to foreign countries."
- Plaintiffs (The People): People who either receive or have members who receive foreign aid funds, said freezing the funds was unconstitutional because Congress had already approved it, citing the Impoundment Control Act of 1974. "may have to shutter organizations if the agreed-upon funds are not paid.
- Defense (The Government): Acting Solicitor General Sarah Harris claims forcing fund dispersal effectively:
- allows a single federal district court to supervise the federal government’s contracting decisions regarding foreign aid—an area where the Executive Branch ordinarily has the broadest discretion.”
- Ali (the Federal Judge) did not have the power to issue such an order, because claims “that the government owes money under its contracts and other funding instruments” can only be brought in an entirely different court, the Court of Federal Claims.

- 2025-02-27 Chief justice pauses order for Trump to pay $2 billion in foreign-aid funding: Chief Justice Roberts said the funding can stay frozen (plaintiffs get nothing right now). He directed the plaintiffs to respond to the Trump administration’s application by noon on Friday.
- 2025-02-27 Federal Judge continues blocking Trump administration from freezing grants and loans: U.S. District Judge for the District of Columbia Loren AliKhan issued a preliminary injunction that indefinitely prevents the Trump administration from freezing federal grants and loans. “In sum, Plaintiffs have marshalled significant evidence indicating that the funding freeze would be economically catastrophic — and in some circumstances, fatal — to their members.”
- 2025-02-26 Trump administration appeals deadline to release US foreign aid funding: Trump claims they can't pay by the deadline.
- 2025-02-26 Judge gives Trump administration two days to release billions of dollars in blocked foreign aid: The administration had given no sign of complying with the nearly two-week-old court order to ease its funding freeze.
- 2025-02-13 Judge orders Trump administration to temporarily reinstate foreign aid funding: Federal Judge Ali first ordered Trump officials to reopen the flow of funding to thousands of aid projects on Feb.13. The judge determined that the funding cut-off is doing irreparable harm to organizations which say they have had to lay off staff and halt projects.
